USA: Enel Transfers Ownership of Geothermal Power Plants Within Group

Enel acquired 650 MW of renewable capacity from its U.S. joint venture EGPNA REP (News Release)

Today, Enel S.p.A., acting through its renewable subsidiary Enel Green Power North America Inc. (EGPNA), finalised the acquisition of 100% of seven fully operational renewable plants totalling 650 MW from Enel Green Power North America Renewable Energy Partners, LLC, an equally owned joint venture between EGPNA and GE Capital�s Energy Financial Services, the energy investing arm of General Electric. The overall consideration paid for the transaction amounts to approximately 256 million US dollars, for an enterprise value equal to around 900 million US dollars.

The assets under the transaction, which are all managed and operated by EGPNA, include the following geothermal plants:
  • The 25 MW Cove Fort geothermal plant in Utah;
  • The Salt Wells geothermal plant in Nevada, of 13.4 MW;
  • The Stillwater geothermal-solar facility in Nevada, of 59.5 MW
In line with the Group�s 2019-2021 Strategic Plan, this transaction aims to increase Enel�s consolidated capacity in the key US market, extracting more value through full ownership of assets that use strategic renewable technologies.

Canada: Shell Oil to Support Closed-Loop Conduction-Only Geothermal Energy Project

Eavor demonstrates a disruptive and novel solution to many of the challenges that face geothermal energy production (News Release)

Eavor Technologies Inc. has announced Shell International Exploration and Production, via its New Energies Research & Technology program, has signed an agreement to join a field trial of Eavor�s disruptive new closed-loop conduction-only geothermal energy solution (Eavor-Loop�). As part of the agreement, Shell will provide technical expertise towards the design of the drilling, completion, and facility construction of Eavor�s demonstration project (Eavor-Lite�), as well as a follow-on commercial implementation.

USA, Oregon: State Funding Available for Renewable Energy Projects

Oregon Department of Energy Announces $2.75 Million In Available Grant Funding For Renewable Energy Projects (News Release)

Applications are due by April 22, 2019.

The Oregon Department of Energy (ODOE) is pleased to announce it is accepting applications for its Renewable Energy Development Grant program. ODOE has approximately $2.75 million available for projects that generate renewable energy in Oregon.

Qualified systems must produce electrical energy from a renewable resource such as biomass, solar, geothermal, hydroelectric, wind, landfill gas, biogas, or wave, tidal, or ocean thermal energy. Grants are capped at $250,000 per system and may not exceed 35 percent of the project cost.

ODOE uses a two-tier system for the competitive grants, so similarly-sized projects compete together. The agency will allocate about $1.5 million in RED Grant funds to projects sized up to 300 kilowatts (AC). Another $1.25 million will be allocated to projects greater than 300 kilowatts (AC).

USA: Appropriation Budget for Geothermal Technologies Office - Call for Action by GRC

GRC Recommends Appropriation Budget for Geothermal Technologies Office

A message from Dr. William Pettitt, Executive Director, Geothermal Resources Council:

�Letters stating our budget requests for FY2020 were proliferated to House and Senate appropriations staffers by the GRC Policy Committee last week. Our requests are far more likely to be honored if individual member offices submit them too as part of their packages of requests.

To that end, we ask that GRC members with relationships in Congressional offices share these with their Members of Congress or Members/Senators that represent locations where you have a major project presence.

Requests to Member offices are due by next Friday, March 15, but some office deadlines are a little earlier so ideally should get them as soon as possible. If any members would like further information on how to help then please get in touch with us at icrawford@geothermal.org.�

Dear Chairmen Shelby and Lowey and Ranking Members Leahy and Granger,

The Geothermal Resources Council is a non-profit professional association for the geothermal industry and community in the USA and abroad. We were founded in 1972 and are headquartered in Davis, California. We have over 1,300 members from around the world and are working to advance our industry by supporting the development of geothermal energy resources through communication of robust research, knowledge and guidance. We write with our priorities for federal funding in the FY2020 budget cycle.

First, the Department of Energy�s Geothermal Technologies Office (GTO) has a history of supporting the development of new technology that is critical for the geothermal industry. GTO�s support has helped the industry expand by enabling power product from moderate-temperature geothermal resources, more than doubling the number of states with geothermal power production. Costs of power production have decreased substantially in the past decade due in part to the strategic investments by DOE GTO. But more can be done to address the high risk of conventional resources and ultimately allow more states to produce geothermal. In particular, the DOE FORGE program, which named its winning site in Utah in June 2018, is creating a one-of-a-kind research laboratory to research Enhanced Geothermal Systems, or EGS. EGS will open up vast swaths of lands previously unsuitable for geothermal, an opportunity which promises to be as transformative for geothermal as hydraulic fracturing has been for the natural gas industry.

We recommend that EERE GTO be allocated $90 million for FY20. This budget would include a full $30 million for FORGE activities in Utah and a balanced R&D program on other high-value geoscience priorities, including activities to help reduce drilling costs and risks, develop better processes for exploration and characterization of geothermal resources with precision, developing new strategies for extracting strategic minerals from geothermal fluids, supporting scaled experiments of EGS concepts, exploring new strategies for co-production of geothermal with oil and gas, and evaluating new applications for direct-use geothermal heating.

Within the Interior/EPA Subcommittee, we urge the Committee to retain county payments from geothermal production royalties on public lands. We believe that county payments help developers ensure that we have strong partnerships in the rural western counties where we work. In many counties geothermal is one of largest revenues streams to local government.

We also recommend that permitting agents within the BLM Fluid Minerals Division, which is back in charge of geothermal permitting and siting after a reorganizational step taken in 2018, be allocated adequate funds to continue to permit geothermal projects in a timely and safe manner. Similarly, BLM permitting staff focused on transmission rights-of-way should be adequately resourced in FY20 to ensure transmission is available for renewable electricity in the coming decade.

Because the U.S. Geological Survey conducts research and mapping activities that support a clearer understanding of the subsurface, we generally support the USGS Coalition�s request of $1.2 billion in topline funding for the Survey.

FY 2020 Appropriations Request

GRC�s Requested Amount: $90 million

Justification for Request: 

The Geothermal Resources Council is a is a non-profit educational association for the international geothermal community, headquartered in Davis, California.

For every 100 MW of geothermal capacity, 170 permanent jobs are created. Geothermal produces near-zero emissions of either greenhouse gases or other that harm human health and the environment. Geothermal is also �firm but flexible: a geothermal power plant can be used as a baseload resource (with capacity factors exceeding 95%) but also for load-following or energy imbalance services or as a reserve resource, with ramp times competitive with the fastest peaker plants.

Since its inception, the Department of Energy Geothermal Technologies Office (GTO) has directly supported the innovation and commercialization of new technologies that have helped improve the productivity, efficiency and safety of geothermal. While commercial-scale geothermal has been in operation in the United States for several decades, both the growing global demand for renewable energy and increasing public concern about grid stability and reliability are driving the need for continued innovation and cost reductions. Particularly interesting areas of research inquiry promise to transform the industry in the next several years if federal R&D resources can be put to work:
  • Enhanced geothermal systems. EGS is a pre-commercial technology concept to enhance the permeability of a subsurface formation in order to circulate fluids and extract heat more easily. If commercialized, over 100 GW of cost-competitive EGS could be delivered in the United States in the next 50 years. DOE�s primary effort in this space is the Frontier Observatory for Research in Geothermal Energy (FORGE), which was competitively awarded to a coalition of researchers in Utah in mid-2018 as a five-year award to be funded at $30 million a year.
  • Co-production. Geothermal coupled with solar power and other types of variable power generation has a promise to enable higher levels of alternative power on the grid while shoring up grid stability and insulating against time-of-day price shifts. Geothermal sites also have the potential to co-produce oil and gas or critical minerals such as lithium, which can be found co-located with thermal brine. When a single drilling operation can yield two or more valuable products, developers can maximize revenue streams and value to their end customer while minimizing surface disturbance.
  • Direct use. Significant opportunities exist for direct use geothermal in which subsurface heat is used for thermal applications. Currently about 20% of the nation�s annual primary energy supply is consumed at relatively low temperatures (<120 Degrees C) to heat buildings and to supply thermal energy for many critical industries, e.g. food and agriculture. Direct-use geothermal in-district heating systems could meet a large proportion of these thermal demands by utilizing lower-grade subsurface heat resources while incurring no greenhouse footprint and no fuel supply chain vulnerabilities.
Further research is needed to explore advanced materials for enhanced performance in high-temperature, corrosive subsurface environments, how lower temperature resources can be utilized for power production, novel drilling techniques (e.g. laser drilling), and strategies for characterizing the subsurface resource from surface expressions and modeling.

Further research is also needed to address market and systematic barriers to geothermal penetration. DOE researchers can advance the industry by examining pathways to reduce the time, cost and risk associated with permitting geothermal on public lands, strategies to reduce drilling costs and risks, and developing and proliferating models for geothermal hybrid facilities to participate in the marketplace.

Requested Report Language:

The Committee recommends $90,000,000 for Geothermal Technologies to focus on early through late stage research and development and market transformation activities. Within available funds, the agreement provides $30 million for the continuation of activities for the Frontier Observatory Research in Geothermal Energy project. The Department is directed to continue its efforts to identify and characterize geothermal resources in areas with no obvious surface expressions and to evaluate advanced drilling materials and techniques. As 90% of known commercial geothermal resource is located on public lands, the Department should continue to support research to enable greater efficiencies in project permitting with the goal of reducing project costs while ensuring environmental stewardship. The Committee encourages DOE to work with the Department of Interior on opportunities to improve geothermal permitting.

This is one of the largest construction projects to be undertaken in the Far North to improve the resilience and reliability of the local power supply.

Science & Technology: Analyzing Drill Cores in Geothermal Systems

Mapping Alteration In Geothermal Drill Core Using a Field Portable Spectroradiometer (Malvern Panalytical)

This paper, by long time ASD customer Wendy Calvin, describes how an ASD FieldSpec�spectroradiometer has been used to analyze drill cores in geothermal systems. These types of drill holes are typically used in early-stage geothermal exploration and help to locate geothermal resources for energy generation (see the paper�s introduction section for a good summary of the application). While in this case a FieldSpec was used, this would be a better fit for an ASD TerraSpec� 4 plus TSG� software or an ASD TerraSpec Halo. Here is the abstract:

Hydrothermal alteration mineralogy in geothermal systems is commonly used to infer system temperature and past fluid flow patterns. (Near) Infrared spectroscopy is particularly good at identifying a wide variety of hydrothermal alteration minerals. The technique requires little sample preparation, and is especially helpful in discrimination among a wide range of phyllosilicate minerals that may be difficult to distinguish in hand sample or require lengthy preparation for XRD analysis. We have performed several pilot studies of geothermal drill core and chips to prototype rapid alteration characterization over large depths. These preliminary studies have established reliable methods for core/chip surveys that can quickly measure samples with high depth resolution and show the efficiency of the technique to sample frequently and provide alteration logs similar to geophysical logs. We have successfully identified a wide variety of phyllosilicates, zeolites, opal, calcite, iron oxides, and hydroxides, and note depth-associated changes in alteration minerals, patterns, or zones. Alteration mineralogy identified using these techniques shows good correlation with traditional petrographic microscope and XRD method.

Kenya: 165.4 MW Olkaria V Geothermal Power Plant to be Commissioned in June

KenGen will commission Olkaria V geothermal power plant in June 2019 (AFRIK 21)

Kenya will soon have a new geothermal power plant. It is Olkaria V, located in the Rift Valley in the west of the country. Kenya Electricity Generating Company (KenGen), Kenya�s largest energy producer and owner of the project, has announced that the plant will be commissioned by June 2019.

The facility, which produces electricity from steam, will provide 165 MW. Energy that will then be sold to Kenya Power (KPLC), the company that provides the electricity utility. Construction of the geothermal power plant began in January 2017. The project has received support from Japan.

The University of Alberta Geothermal Research Group has announced that it will be hosting a conference in Oct. 2019 which includes a field excursion in the Rocky Mountains, the conference, and short courses. The keynote speaker is University of Reno Nevada professor Dr. Jim Faulds.

This conference is a �multidisciplinary meeting dedicated to sharing knowledge and insight into the development of geothermal resources in sedimentary basins worldwide.

Finance: A Well-Structured Portfolio of Projects and Technologies Can Offer a Firmer Renewable Generation Profile - Report

How multi-technology PPAs could help companies reduce risk (World Business Council for Sustainable Development)

The goal of this paper is to support continuing innovation in the way companies purchase renewable power for their operations.

A multi-technology power purchase agreement (PPA) covers multiple projects of different technologies (such as wind, solar, biomass, geothermal or hydro). The research within the paper investigates if and how multi-technology PPAs could offer benefits to developers and/or corporate buyers by reducing some of the risks commonly seen in PPAs.

The research finds that a well-structured portfolio of projects and technologies can offer a firmer renewable generation profile compared to a single technology. As companies are evaluating different PPA options suitable for their needs, they should assess if the achievable risk reduction is enough to alter existing approaches for managing these risks and if it underpins discussions on reduced fees for the risk management.

Russia: Four Day Geothermal Energy Conference in Kamchatka

Organized by the Research Geotechnological Center of Far Eastern Branch of Russian Academy of Sciences and the Ministry of Science and Higher Education of the Russian Federation.

The events will contribute to the solution of a number of fundamental problems: the development of theoretical issues of geothermics and heat flow of the Earth; establishment of new features of thermophysical processes in the geothermal water field development with supercritical thermodynamic parameters; the establishment of geothermal parameters of the Earth crust on basis of advanced experimental technologies (continuous thermal core logging technology, instruments for thermal property measurements at formation conditions, accounting of rocks heterogeneity, as well as micro- and macro-anisotropy), and on this basis the geothermal resources revaluation, including geothermal resources maps.

The planned event will be of great importance for the development of the above directions. India: First Geothermal Power Plant Reportedly About to Start Generating Electricity

For the first time in the country, a geothermal plant will produce 20 kW of electricity daily (GujaratSamachar)

A geothermal power project led by the Centre of Excellence for Geothermal Energy at Pandit Deendayal Petroleum University is reported to be nearing completion in Dholera, Gujarat.

As reported by GujaratSamachar.com the power plant will start generating electricity in April, becoming the first geothermal power facility in India.

Philippines: Grid Impact Study for 120 MW Kalinga Geothermal Power Project Green-Lighted

DOE okays GIS of 11 power firms (BusinessMirror)

The Philippines Department of Energy (DOE) has issued the green light to 11 power firms to proceed with the conduct of a grid impact study (GIS) on their planned power projects with over 1,200 megawatts (MW) of capacity.

A clearance for the conduct of a grid impact study is necessary for a power firm before it can proceed with the construction of its power project.

Included in the list is the 120-MW geothermal power project of Aragorn Power & Energy Corp. in Kalinga, Luzon.

Kenya: 165.4 MW Olkaria V Geothermal Power Plant to be Commissioned in July

A peek into the heart of Kenya�s new geothermal plant (Energy Siren)

Kenya is gearing up to commission the 165.4 MW Olkaria V geothermal power plant in July. Construction work kicked off in January 2017, marking a slightly over two-year turnaround period from groundbreaking to completion.

The plant comes with two units, each with a net capacity of 82.7 MW. Each unit has its own set of turbines and generators and each turbine stands to absorb 500 tonnes of dry steam per hour at elevated temperatures of about 270 degrees Celsius, meaning the steel has to be hardened to withstand the heat.

Olkaria V plant belongs to Kenya�s largest power producer, KenGen and its construction was contracted out to a consortium of two Japanese firms, Mitsubishi Corporation and Mitsubishi Hitachi Power Systems, along with a Kenyan civil engineering firm, H Young.

Turkey: Opportunity to Consult on CO2 Emissions from Geothermal Power Plants

The objective of this study is to identify the parameters that affect the rate of CO2 decline in different reservoirs in Turkey during utilization and develop a methodology to allow prediction of the average lifetime emission factors for geothermal projects in the country within defined uncertainty limits.

In this study, production data from number of geothermal fields in Turkey will be  analyzed. The study will at least analyze data from the five projects currently financed under the World Bank�s Geothermal Development Project and will ideally include further 5 to 10 projects that will be identified in partnership
with Geothermal Power Plant Investors Association (JESDER).

Interested candidates are asked to send a CV, highlighting experiences related to this assignment, and a cover letter with a brief methodology proposal to Thrainn Fridriksson at the World Bank (tfridriksson@worldbank.org) before March 15.
